A mission conducted step-by-step with national stakeholders
Opened by Minister Ismaël NABE—in the presence of national directors, regional inspectors, technical and financial partners, and representatives from the United Nations system—the validation workshop marks the culmination of a participatory process. Mr. Abdoulaye Sanoh, National Director of the DNPDE, outlined the key stages: the recruitment of AMD International, consultations with all stakeholders, and data-collection workshops held across administrative regions with the participation of regional inspectors. Each stage was validated by the technical monitoring committee before being submitted to the steering committee, chaired by the Minister.
An analysis based on the life cycle
Presented by Mr. Idrissa Ouedraogo, a consultant for AMD International, the 51-page report synthesizes secondary data, national surveys, and primary data gathered during the regional workshops. The analysis follows the life cycle—from early childhood to active aging—and integrates a gender perspective throughout. Five sectors are covered: health and nutrition; education and training; employment and entrepreneurship; social protection; and living conditions (housing, water, sanitation, and energy).
Tangible achievements and persistent challenges
The assessment highlights notable progress: maternal mortality has been nearly halved since 2005, access to schooling has improved, and more girls are participating in technical training. It also sheds light on obstacles that must be addressed: the inadequate implementation of policies, poor dietary diversity among children, early pregnancies, school dropouts, a mismatch between training and employment, the significant weight of the informal sector, limited health insurance and social protection coverage, and stark disparities between regions as well as between urban and rural areas.
The stakes are considerable. Guinea’s Human Capital Index remains low at 0.37, fewer than 15% of workers have access to social protection, and nearly eight out of every ten inhabitants are under the age of 35. This young population represents a major demographic asset—provided that investments are made in their health, education, skills, and employment.
An approach welcomed by the Government and its partners
Minister Ismaël NABE expressed his gratitude to the consulting firm AMD International, as well as to the technical and financial partners (UNICEF, UNFPA, WFP, UNDP, the World Bank, the Islamic Development Bank, and ECOWAS) and the DNPDE technical team. He urged that the future strategy be developed into a genuine instrument for transformation, rather than merely a technical document.
Speaking on behalf of the United Nations system, UNICEF Resident Representative Maddalena Bertolotti commended the quality of the methodological approach and the extensive consultations conducted across all regions, noting that human capital serves as "the invisible infrastructure of Simandou 2040."
Next step: developing the strategy
The validation of the diagnostic assessment marks the beginning of the actual development phase for the National Human Capital Development Strategy. This process will draw upon the initial guidelines presented during the workshop, as well as contributions from the participants. The strategy’s financing will be explored with the support of the partners.
